History of the
County

On June
19, 1994, the Seym of Lithuania enacted the law of
Lithuania territory administrative units and their limits. According to
that law, the territory of Lithuania was divided into administrative
units, which consists of inhabited localities. Ten counties were
validated in Lithuania according to the law; they were the
counties
of Alytus, Kaunas, Klaipeda, Marijampole, Panevezys,
Siauliai,
Taurage, Telsiai, Utena and Vilnius.
On
December 15, 1994, the Seym of Lithuania enacted the law of
county
management of Lithuania, according to which, higher administrative units
-
counties
were established in the territory of Lithuania. The management of these
units organizes the Government through the
County
Manager administrations (it was changed to the
County
Head administrations according to the law No. VII – 33, December 12,
1996) Ministries and other government institutions. The Seym of
Lithuania, if offered by the Government, determines the boundaries of
counties
and changes them, gives and changes the name. The territory of Klaipeda
county
consists of Klaipeda, Palanga and Neringa towns and the districts of
Klaipeda, Skuodas and Silute.

County
Head Administration address is Danes St. 17, Klaipeda.
The
Government, if Prime Minister offers, appoints and dismisses the
counties
Head.
The
County
Head has an assistant manager, who is appointed and dismissed by The
Prime Minister, if the
County
Head offers.
The
administrative management law, enacted on December 15, 1995, says that
the main
County
Head’s goals are the following:

To implement the
government policy in social care, education, culture, health care,
territory planning, monument protection, land use and protection,
economy, environment protection and other spheres; execute state and
regional programs in the district;

To coordinate the
activity of the structural departments of Ministries and other
Government institutions, to adjust the activity of municipality
executed institutions while implementing regional programs;

To foresee the
underlying directions of
county
development and prepare the programs;

To supervise how
municipalities follow the laws and the Constitution of Lithuania, how
they execute the decisions of the Government; to check if decisions
enacted by collegial and non-collegial municipality institutions are
without prejudice to citizens and organization rights (according to
the law No. VIII – 896 enacted on October 15, 1998, this article lost
its validity).
The
County
Head forms the administration to execute the functions he
has.
According
to Lithuania Government decision No. 3, January 9, 1997, the institution
of Lithuania
County
Manager was reorganized into the institution of Lithuania
County
Head.
According
to Lithuania Government decision No. 100, February 27, 1997, the
organizational management structure of the temporal typical
County
Head administration was validated. According to the decision, the
planned organizational management structure of Klaipeda
County
Head administration was validated. It consisted of the following
structural subdivisions: direction (the head, assistant manager,
secretary), the department of Economy, the department of Social care and
education, the department of law and municipality matters, the
department of accounting and finances, the state supervision department
territory planning and building, the department of village matters,
office and social communication service.
According
to Lithuania Ministry of management reforms and municipality matters and
Ministry of Economy decision No. 71/485, August 11, 1997, the department
of village matters was reorganized into two departments: the department
of village matters and the department of land management.
According
to Klaipeda
County
Head administration decision No. 08 K, January 9, 1998, the
organizational management structure of Klaipeda
County
Head administration was validated.
According
to Lithuania Government decision No. 1118, September 15, 1998, new
typical structure of the
County
Head administration was validated. According to this decision, the
Ministry of management reforms and municipality matters according to the
order No. 12, February 12, 1999, validated the regulation and structure
of Klaipeda
County
Head administration. According to the structure validated by the
Ministry, Klaipeda
County
Head administration validated the staff list of Klaipeda
County
Head administration according to the order No. 1271, June 18, 1999.

Mrs.
Virginija Lukosiene is the Head of Klaipeda
County
from December 27, 2000. Mr. Aleksandras Michailovas became the Assistant
Manager of the
County
on
August 13, 2001,
he replaced Mr. Vidas Karolis (February 1, 2001-
June 27, 2001). From
November
26, 2001 Mr. Virginijus Rinkevicius is the secretary of the
County.
